Hair Colouring

Post subject : Toner Few days a go we put toner (10-1 from swarckopf igora which is light blond ash) on bleached highlights (it is permanent colour mixed with 3% peroxide and little bit od shamoo)and l was expacting to go ashy but they didnt l mean they did only on the ends where they start caughting immidiatly and on the top almost nothing and we left them for at about 10-15 min. but what l was suppriced was that they cought the partof the hair where wasnt been highlights where she had base 7 and of course it becoumse lighter totaly not what we wonted and l guess these happened couz we leave it for too long but,now l wondering can u guys tell me did we make some other mistake also l mean tink l know why maybe couz hightlights wasnt been enough light (we use bleach + 6% peroxide for each highlight eaven girl already had bleached hair and l suggest to salon owner to put down on bleached hair 3% peroxide and up on regrowts 9% but of cours she l am not right)can u guy thell me is these the only reason?
